Japan Airlines and ANA Break Tradition with First Domestic Schedule Coordination

TOKYO— Japan Airlines (JL) and All Nippon Airways (NH) are preparing to coordinate flight schedules on a domestic route for the first time, marking a significant shift in how the country’s two largest airlines manage overlapping services.

The change will affect flights between Haneda Airport (HND) in Tokyo and Okayama Airport (OKJ) in western Japan from late October.

The airlines will adjust departure times on the route to reduce situations in which JAL and ANA flights operate close together. The move comes as both carriers face stronger cost pressures, changing travel demand and the need to maintain broad domestic networks.

JAL, ANA Haneda-Okayama Schedule Changes

The Haneda-Okayama route has traditionally been served by both airlines, with each carrier planning its timetable independently.

That approach could result in flights from the two airlines departing at similar times, limiting the practical choice available to passengers despite multiple services being offered.

Under the planned coordination, the carriers will seek to spread flights across different time periods.

This could provide passengers with a wider range of departure options while allowing the airlines to make better use of available demand.

The changes are expected to begin with the winter schedule period in late October. JAL states that its domestic timetables are updated twice a year, with the winter schedule covering the period after the final Saturday of October.

Japan Aviation Faces Pressure

The schedule adjustment reflects wider challenges facing Japan’s domestic aviation industry. Airlines are dealing with higher fuel and aircraft maintenance costs while demand from business travelers has declined, making it harder to sustain overlapping services on some routes.

Japan’s Ministry of Land, Infrastructure, Transport and Tourism has been examining ways to preserve domestic air connectivity while maintaining competition between airlines.

In a report released on May 29, an expert panel said limited coordination between airlines could be permitted under specific conditions where it supports the maintenance of domestic networks, The Japan Times reported.

The ministry also published guidelines concerning the application of Japan’s Antimonopoly Act alongside the report. The framework is intended to allow certain forms of cooperation without removing competition from the domestic aviation market.

Competition And Connectivity

The policy change could give airlines greater flexibility to respond to shifts in passenger demand without immediately abandoning important domestic routes.

Rather than simply competing through closely timed flights, carriers can potentially distribute services in a way that improves the overall usefulness of a route.

The Haneda-Okayama adjustment will therefore serve as an early example of how Japan’s revised approach could work in practice.

The route remains competitive, but coordination may reduce unnecessary schedule overlap and help both airlines maintain their presence.

The development also comes as Japan continues to focus on preserving regional air connectivity. The transport ministry has previously used measures such as targeted Haneda slot allocations to support links between Tokyo and regional airports.
