WARSAW- Poland is accelerating work on its €31 billion Port Polska transport programme, with major airport and high-speed rail contracts moving toward construction.
The project will create a new passenger and cargo airport between Warsaw and Lodz supported by a nationwide high-speed rail network and related transport infrastructure.
The programme is closely linked to the future growth of LOT Polish Airlines (LO) and Warsaw Chopin Airport (WAW). The new hub is planned around 37 kilometres southwest of Warsaw and will provide an initial capacity of about 34 million passengers annually when it opens in 2032.
Port Polska Tenders Advance Rapidly Now
By the end of July 2026, Port Polska had launched 29 tenders with a combined value of PLN 14 billion (€3.25 billion).
Another 58 procurement procedures worth more than PLN 40 billion are scheduled to be launched by the end of this year, showing that the programme is entering a more active construction phase.
The tender pipeline will remain large beyond 2026. Poland plans approximately PLN 24 billion in additional tenders in 2027, followed by another PLN 17 billion in 2028.
Some of the largest upcoming contracts will focus on railway infrastructure. They include the Warsaw-Łódź high-speed railway, which will form the first section of Poland’s new high-speed rail network and is scheduled to open in 2032.
Airport Construction Begins On Schedule
Foundation work for the new passenger terminal is scheduled to begin in September 2026 and is expected to continue until the end of 2027 or early 2028.
The airport will initially operate with two runways, while land will be reserved for a third runway to support future growth beyond 40 million passengers annually.
The airport will also feature an integrated railway station and tunnel beneath the terminal. The wider airport project is designed to support more than 300,000 aircraft movements annually and create a major interchange between air and rail transport.
The Port Polska programme received a PLN 131.7 billion (€31 billion) budget for 2024–2032.
The funding is expected to come from state resources, European Union funds and market-based financing, with PLN 42.7 billion allocated to airport-related works and PLN 76.8 billion for high-speed rail infrastructure.
High-Speed Rail Network Expands Across Poland
The rail network is central to Poland’s strategy because it is designed to shift some domestic and regional journeys from aircraft and roads to faster rail services.
Trains on the new network are planned to reach speeds of up to 350 kph, reducing travel times between central Poland and major cities.
The programme is also intended to strengthen Poland’s international connectivity and improve access to European markets.
The government expects the new hub to support LOT’s long-haul network while reducing pressure on Warsaw Chopin Airport, which is planned to handle around 30 million passengers annually after its expansion.
Port Polska was originally proposed in 2017 as the Central Transport Hub, or CPK. The programme was revised in 2024 and later rebranded as Port Polska, with the government now targeting airport and high-speed rail operations from 2032, Polskieradio reported.
